A .shop suits organisations that sell something and want the address to say so. A retailer opening a separate storefront alongside an existing site, a manufacturer selling direct to consumers for the first time, a brand that keeps its shop apart from its corporate pages: the extension describes what the site does, rather than the sector or the country it works in.

There are no registration conditions, so anyone can take one. That also makes it workable as a second domain next to an existing address — one for the company, one for the sales side. If you do not sell anything, it adds nothing.
