Who chooses a .nl?
A .nl belongs to organisations whose customers are in the Netherlands. A local trade, a dental practice, a shop that only ships domestically: people expect to find them on a .nl, and anything else invites a question about why.
There are no registration conditions attached, which makes the extension usable from outside the country as well. A logistics firm in Antwerp or a SaaS company in London can run one without a Dutch entity. The extension therefore says something about who you are addressing, not about where you are established — which is what makes it useful for cross-border sales.
