Who it is for
Who chooses a .com?
A .com belongs to organisations that are not tied to one country: a software company with customers in ten markets, an exporter quoting in English, a brand selling across several European countries from a single base. If your market cannot be expressed in a country code, this is usually where you end up.
There are no registration conditions. The drawback of that familiarity is that short names are frequently taken, which makes the extension less suitable when one particular word is fixed. For a purely local business alongside a national domain, it adds little.
